Department of Disease Control Cracks Down on Illegal Sale of Nicotine Pouches at Major Mall in Lak Si

The Department of Disease Control (DDC) has intensified inspections on tobacco product retailers in Bangkok, uncovering illegal sales of Nicotine Pouches inside a well-known shopping mall in the Lak Si district. Legal action has been taken immediately against the offenders.

The Department of Disease Control (DDC) has intensified inspections on tobacco product retailers in Bangkok, uncovering illegal sales of Nicotine Pouches inside a well-known shopping mall in the Lak Si district. Legal action has been taken immediately against the offenders.

 

 

On October 31, 2025, DDC officials, authorized under the Tobacco Products Control Act B.E. 2560 (2017), conducted on-site inspections following public complaints about the open sale of Snus and Nicotine Pouches in Bangkok. The investigation confirmed that one store was indeed selling Nicotine Pouches, displaying them prominently on the counter for public view.

According to the DDC, Nicotine Pouches are classified as tobacco products under Section 4 of the Act, as they contain nicotine and are consumed by placing the pouch inside the mouth. Therefore, they fall under full legal control and regulation.

The inspection revealed multiple violations:

          - The display of tobacco products at a retail location, prohibited under Section 36, paragraph 1, carries a fine of up to 40,000 baht.

          - Improper display of product names and prices, violating Section 36, paragraph 2, carries an additional fine of up to 5,000 baht.

Officials collected evidence, filed charges, and issued administrative fines according to their legal authority under the Act.

The Department of Disease Control reminds all retail businesses to strictly comply with the law, refrain from selling or displaying unapproved tobacco products, and ensure proper labeling and pricing in accordance with regulations. This enforcement aims to protect public health and prevent youth access to nicotine and tobacco products.
