Ministry of Public Health Partners with Thai Life Assurance Association to Upgrade 28 Public Hospitals as Pilot Sites for Voluntary Health Insurance Services

The Ministry of Public Health has joined forces with the Thai Life Assurance Association to enhance the capacity of public hospitals in delivering voluntary health insurance services with greater efficiency, transparency, and standardized quality. The collaboration strengthens policy-level cooperation between the public and private sectors, creating a more integrated financial and economic network within Thailand’s healthcare system. A total of 28 hospitals will serve as initial pilot sites before expanding nationwide.

The Ministry of Public Health has joined forces with the Thai Life Assurance Association to enhance the capacity of public hospitals in delivering voluntary health insurance services with greater efficiency, transparency, and standardized quality. The collaboration strengthens policy-level cooperation between the public and private sectors, creating a more integrated financial and economic network within Thailand’s healthcare system. A total of 28 hospitals will serve as initial pilot sites before expanding nationwide.

On 3 December 2025, at the main conference hall of the Food and Drug Administration headquarters, the Ministry of Public Health presided over the signing ceremony of a Memorandum of Understanding (MOU) aimed at improving the readiness and capability of public service units to support voluntary health insurance. Representatives from the Ministry of Public Health, the Thai Life Assurance Association, the Office of Insurance Commission (OIC), and directors from the 28 pilot hospitals participated in the event.

The Ministry emphasized its continued efforts to strengthen public healthcare services through upgraded infrastructure, reduced congestion, and modernized service models such as Service Centers, special clinics, private rooms, and Premium Clinics. The Thai Life Assurance Association, meanwhile, aims to elevate the standards of voluntary health insurance and ensure seamless coordination between the private insurance sector and public healthcare providers.

The MOU formalizes integrated cooperation to enhance the operational capacity of hospitals under the Ministry of Public Health, enabling them to support voluntary health insurance systems effectively, transparently, and in accordance with national standards. This initiative fosters policy alignment between public hospitals and private insurers, improving financial and service network integration across sectors.

The program will begin with 28 well-prepared hospitals across Thailand including those in Phuket, Chiang Rai, Nakhon Pathom, and Buriram as pilot models for implementation before further nationwide expansion.
